En somme, il faut gérer les unités organisationnelles publiques comme avec les memes outils que les structures privées. En conclusion nous pouvons affirmer que « L’optimisation du travail est un travail social d’optimisation ». La première étape de ce travail social d’optimisation est la motivation du travailleur.
