Dieses Handbuch ist aus dem Bemühen entstanden, die fast unübersichtliche Fülle des theoretischen und praktischen Wissens zur Didaktik, Methodik und zum institu tionellen Rahmen der schulischen und außerschulischen politischen Bildung - bei einer weitgefaßten Interpretation dieses Begriffs - in der Bundesrepublik Deutsch land kompendienartig zusammenzufassen. Außerdem soll in einer nach dem Ende der gesellschaftlichen und politischen Reformeuphorie Mitte der 70er Jahre angebro chenen Phase der Stagnation politikdidaktischer Konzeptionen, der Zurückdrängung der Sozialwissenschaften im öffentlichen Bereich und einer - allgemein-politisch bedingten - mehr statischen Orientierung in Staat und Gesellschaft eine Art Bestand sicherung geleistet werden, damit theoretische Reflexion und reflektierte Praxis auch in Zukunft möglich bleiben. Seitdem die großen Kontroversen versickert sind, die sich auf einem hohen, die Praxis kaum noch erreichenden Komplexitäts- und Abstraktionsniveau bewegten, ist eine stärkere Hinwendung - auch der Wissenschaft - zu den Praxisfeldern konstatierbar. Beispielsweise erhält die Methodik den ihr zukommenden, lange vernachlässigten Stellenwert. Auch die praktischen Herausforderungen an die politische Bildung haben sich gewandelt. Ging es in der Vergangenheit mehr um identitätsbildende und -fördernde Maßnahmen und die Entwicklung von politischer Urteils-und Handlungskompetenz, rücken nun Probleme der Wandlungsfähigkeit einer tradierten Staats- und Gesell schaftsordnung in den Vordergrund grundsätzlicher Betrachtungen.
