Die politische Didaktik war bis vor wenigen Jahren fast ausschließlich eine Sache der Didaktiker. Es gab die einschlägige Fachliteratur, es gab Namen, mit denen sich bestimmte Richtungen und Positionen verbanden, es gab Tagungen, auf denen sich dieselben Teilnehmer immer wieder begegneten. Zwar gibt es dies alles auch heute noch, doch hat sich ansonsten die Szene, auf der man sich über politisches Lernen verständigt, gründlich verändert. »Politik«-Richtlinien sind zu einem bevorzugten Thema bildungspolitischer Auseinandersetzung geworden, die Massenmedien nehmen lebhaften Anteil und üben starke Wirkungen aus, Elternverbände beziehen Stellung, Fortbildungsakademien im ganzen Land bestreiten ihre Programme damit, in den Länderparlamenten finden Hearings und Debatten statt, die politischen Parteien nehmen, alles überschattend, die Problematik auf und machen sie zu Elementen poli tischer Auseinandersetzung um die Wählergunst. Zum erstenmal ist in der Geschichte der politischen Bildung in der Bundesrepublik Deutschland ein neues Phänomen sicht bar und wirksam geworden: Öffentlichkeit. Es ist kein Zufall, daß dies zum Zeitpunkt geschah, als die politische Didaktik die Grundforderungen der Curriculumtheorie aufgriff und zu verwirklichen suchte. Es war die Forderung nach einer über das bisher übliche weit hinausgehenden Legitima tion für Lehrpläne und nach einer detaillierten Begründung für alle Lehrplanelernente. Darin steds. te auch die Hoffnung auf eine Verbesserung der Art und Weise, wie man zu einem Konsens über Lehrpläne kommen könnte.
