Het Douanememo bevat in kort bestek een overzicht van de binnen de Europese Unie geldende douanebepalingen. Het memo volgt daarbij de onderwerpvolgorde zoals gehanteerd in het Douanewetboek van de Unie (DWU), dat per 1 mei 2016 in werking is getreden. Aan de orde komen onder meer AEO, bindende inlichtingen, douanevertegenwoordiging, binnenbrengen van goederen, Unievervoer en gemeenschappelijk douanevervoer, douanewaarde, vrije zone, verschuldigde rechten en belastingen, vrijstellingen, bestuurlijke boetes en strafrechtelijke sancties, economische en landbouwregelingen en statistiek, en niet-fiscale regelingen. Tevens wordt in hoofdlijnen ingegaan op de heffing van omzetbelasting en accijns in het verkeer tussen de lidstaten van de Europese Unie, de zogenoemde intracommunautaire transacties. Daarnaast worden de kernpunten van de niet-fiscale maatregelen vermeld. Ten slotte bevat het memo veel informatie (namen, adressen, telefoonnummers, enz.) met betrekking tot het Ministerie van Financiën, de Belastingdienst en andere relevante instanties. Het alfabetisch register vergemakkelijkt het zoeken naar specifieke onderwerpen
