In der EU sind nach Artikel 81 des EG-Vertrages (EGV) wettbewerbsbeschränkende Vereinbarungen (?Kartelle?) grundsätzlich unzulässig. Diese können jedoch von der EU-Kommission bei Erfüllung bestimmter Voraussetzungen wettbewerblicher Art einzeln oder gruppenweise freigestellt werden. Die Kommission prüft dabei aber oftmals nicht nur die Erfüllung dieser wettbewerblichen Voraussetzungen, sondern legt ihren Freistellungsentscheiden weitergehende Überlegungen (u.a. industriepolitischer Art) zugrunde. Die Dissertation schliesst eine Lücke im Schrifttum, da bisher eine breit angelegte Untersuchung der Praxis der europäischen Wettbewerbspolitik im Lichte der Industriepolitik fehlte. Die Dissertation ist in vier Teile gegliedert: 1. Teil: Wettbewerbspolitik versus Industriepolitik; 2. Teil: Freistellungen im Lichte der Industriepolitik; 3. Teil: Rechtlicher Nachweis der dargestellten Praxis der Wettbewerbspolitik; 4. Teil: Reformen im Lichte der Industriepolitik.
