Nach dem Zusammenbruch der Sowjetunion und der Osterweiterung entwickelte die Europäische Union (EU) ihre Europäische Nachbarschafspolitik (ENP), die einen neuen Rahmen zum Auf- und Ausbau der Beziehungen zu den unmittelbar angrenzenden Nachbarstaaten darstellt. Das Konzept beinhaltet Maßnahmen für eine stärkere Anbindung der benachbarten Staaten an den europäischen Binnenmarkt und Vorgaben für Demokratisierung und Stabilität, jedoch ohne die Perspektive für einen EU-Beitritt zu bieten. Mit Mechanismen wie Länderberichten und sogenanntes Monitoring werden Fortschritte in der Umsetzung der EU-Vorgaben bewertet. Die ENP repräsentiert eine angemessene Abwägung der Interessenlage in der erweiterten EU zwischen EU-Institutionen und EU-Mitgliedsstaaten und eine Umstrukturierung der Art und Weise des einheitlichen Auftretens der EU in der unmittelbaren Nachbarschaft. Durch die ENP ergreift die EU die Chance, sich zu einem einheitlich auftretenden Akteur in der Nachbarschaft zu konsolidieren.
