Europa ohne Europäer? Im europäischen Integrationsprozess ist das, was die Bürger ausmacht, lange unbeachtet geblieben - ihre Kultur. Auf dem Weg zur "Einheit in Vielfalt" haben die nationalen, europäischen Kulturinstitute heute die Aufgabe, nicht nur ihre eigene Kultur, sondern den Gedanken einer europäischen Kultur zu vermitteln. Das Buch geht der Frage nach, welchen Beitrag das Istituto Italiano di Cultura (IIC) in Berlin zur Förderung des europäischen Bürgerbewusstseins leistet. Durch die Mitgliedschaft des Instituts in der European Union of National Institutes for Culture (EUNIC) steht es in seinem Kulturauftrag zwischen nationalen und europäischen Interessen. Das IIC zieht der multinationalen Netzwerkarbeit jedoch die Tradition des Kulturexports vor. Eine schwach ausgeprägte italienische Kulturpolitik, eine schlechte Finanzausstattung der Institute und ihre Abhängigkeit gegenüber der Regierung sind einige Gründe dafür. Mit Experteninterviews, einer Analyse der Programmarbeit und einer Umfrage unter den Besuchern des IIC führt das Buch zu der Frage, inwieweit EUNIC der Schlüssel zu einer gemeinsamen europäischen Außenkulturpolitik sein kann.
