Von der medial/diskursiv propagierten Suche nach einer europäischen Identität ausgehend, werden zeitgemäße philosophische Konzepte zum Umgang mit verschiedenen Kulturen, Identitäten und schließlich Demokratie ausgelotet. Auf der Basis breiter Reflexionen werden die politischen, ökonomischen und moralischen Ebenen der EUropäisierung abgefragt, wobei letztlich als Basis für 'EUropäische' Identität die Herstellung einer politischen Identität eingefordert wird. Partizipative Verfahren werden als gebotener Weg identifiziert, will man eine interkulturelle Identität konstruieren. Doch wurde lange Zeit in Abrede gestellt, dass europäische Beteiligungsverfahren angesichts der zahlreichen Barrieren möglich seien. Als erbrachten Gegenbeweis werden in Teil II die 2006-2009 stattgefundenen ¿European Citizens' Consultations" dokumentiert und analysiert. An diesen hat der Autor selbst teilgenommen und mitgearbeitet. Teil III thematisiert Partizipation als Methode der europäischen Entwicklungszusammenarbeit. Dafür wird der Diskurs innerhalb der EZA aufgerollt, der ja in Wechselwirkung mit jenem der binneneuropäischen Politik steht, wenn es etwa um die Frage der ¿Demokratieentwicklung¿ geht.
