Three of the most powerful planetary systems, Torm, Belten, and Grel have entered into a fragile alliance to help ensure galactic peace and stability. But the Grel continue to test the strength of the alliance. They have identified Earth as an ideal entity for harvesting much needed undersea minerals. The Torm and Belten leaders recognized that they would not be able to pass on control of their respective systems via natural childbirths. To counter their heir concerns they embarked on an ambitious plan to design two children using the genetics of the Belten and Torm leaders. To help ensure the secrecy of the program it was decided to raise the children on the Torm protectorate planet Earth. After completing their grammar school studies the children were told they were aliens and sent to the Belten space academy for further study. The children were ultimately informed of their future roles and the need to become proficient in the use of their special skills. As the young leaders Carson and Celine progressed through the academy program, they were asked to assist in resolving several galactic issues. As they worked together using their special skills to combat various galactic threats, their love for each other grew strong. During a stealthy undersea mineral operation on Earth, the Grel discovered a spacecraft that belonged to a once very powerful alien race. To keep peace, the Grel reported their finding to their alliance partners. The two academy students with their unique abilities were able to communicate with the alien craft.
