Le début des années 1990 a été une période difficile où la violence génocidaire est devenue inévitable, avec des variations significatives dans tout le Rwanda. Les anciennes communes de Giti et Murambi en sont des exemples. Bien que prétendument homogènes sur le plan culturel et socio-économique, leurs variations dans le soutien populaire à la violence génocidaire sont le sujet principal de ce livre. Bien au-delà de cette interaction, il établit que les dirigeants de niveau moyen restent le catalyseur le plus important pour engager les citoyens dans un processus pacifique ou violent. La différence entre Giti et Murambi s'explique par deux raisons majeures. La première est le niveau d'efficacité des dirigeants de niveau intermédiaire. La seconde est liée à la pensée de la base qui présente différents niveaux de dichotomie identitaire. Le livre offre des perspectives aux décideurs politiques et aux praticiens du développement engagés dans la conduite du changement social de la base vers le sommet. Il est également d'un intérêt primordial pour la communauté internationale et les autres acteurs des processus de paix dans la région des Grands Lacs et au-delà.
