El Cabildo es una de las instituciones que se afirmó en nuestro medio en el tiempo de la colonización española. Y en Paita, como afirma José Agustín de la Puente, fue el “cuerpo social” que declaró la Independencia. El estudio de los libros de cabildo de la ciudad de San Francisco de Paita y Puerto de Buena Esperanza descubre el gobierno de la ciudad en los albores de la republica y enriquece el acervo documental piurano para el conocimiento de la historia local. En las actas y acuerdos de las 102 sesiones del cabildo -1821-1828-, descubrimos su estructura, el procedimiento electoral, su funcionamiento, la discusión de los asuntos de gobierno y su resolución, las disposiciones que tendían a la sanidad urbana, a la comodidad, al buen gobierno, y a la seguridad. El control de los abastos, la labor de los zapateros, herreros, calafateros y sastres entre otros, quienes debían realizar su labor prolijamente y con honestidad, porque de lo contrario se le retiraba de la función. Parafraseando a José de la Riva Agüero afirmamos que en los libros se aprecia con certeza y justicia los sucesos del antiguo puerto de Paita y de Piura en los albores de la independencia.
