El Congreso de Panamá de 1826 es considerado importante precedente e inspiración para la Liga de Las Naciones, la ONU y la OEA. El traslado de la Corte Real Portuguesa, desde Lisboa hacia Río de Janeiro, en 1808, colocó entre las prioridades de su política externa el entendimiento con los países de América. El Gobierno de Don Juan VI, con sede en Brasil, fue el primero a reconocer la independencia de Argentina, Chile y Colombia. Su Ministro Silvestre Pinheiro Ferreira propugnó una Alianza de los países agredidos contra los agresores de la Santa Alianza. Bolívar manifestó mucho aprecio por Brasil. Don Pedro I aceptó la invitación para participar del Congreso Anfictiónico de Panamá, convocado por el Libertador. Nombró para tal fin, como Plenipotenciario, a Theodoro José Biancardi, que no logró llegar allá. En 1941 Brasil adquirió las únicas Actas originales conocidas remanentes del Cónclave. En 2000, durante la Décima Cumbre Iberoamericana, con la presencia del Rey de España como Testigo de Honor, el Presidente Fernando Henrique Cardoso entregó, en depósito, las Actas a la Presidenta Mireya Moscoso. El libro despliega este y otros capítulos poco divulgados de nuestra historia.
