En este trabajo se analizan las políticas de salud sexual y reproductiva formuladas en Colombia entre 1992 y 2006 con un enfoque novedoso. Pone en debate los recursos de poder usados estratégicamente por la correlación de fuerzas implicada, con actores sociopolíticos vinculados a redes nacionales e internacionales y repertorios específicos en medio de la contienda política. Se toma el embarazo adolescente como trazador para mostrar en detalle uno de los cambios más importantes en las políticas de salud sexual y reproductiva formuladas en Colombia: el paso de la penalización de las conductas sexuales a la despenalización del aborto en 2006 durante el período de mayor contención política de las últimas décadas. Todos los actores se reubican excepto uno, la Iglesia Católica. El Estado por su parte, usó su autonomía relativa para ser actor (poder Ejecutivo) y arena política (poder Legislativo) al mismo tiempo, en una trayectoria con claras diferencias entre los períodos que se identificaron entre 1964 y 2006. Finalmente, constata las razones de no cambio: el predominio del moralismo tradicional y del control político de la sexualidad a pesar de la lucha por los derechos en Colombia.
