Das System der Prinzipiengemeinschaft der Europäischen Union ist auf zwei Fundamenten aufgebaut: Auf die gesamteuropäische Gemeinschaft und auf den Prinzipienkatalog. Die gesamteuropäische Gemeinschaft ist ein Produkt der Summe aller Organisationen, Konventionen und Verträge der europäischen Staaten nach dem Ende des Zweiten Weltkrieges. Der Prinzipienkatalog ist die Zusammenfassung aller Prinzipien, Normen und Leitlinien, die die europäischen Organisationen und Verträge nach 1945 produziert haben. Durch den Werte- und Normentransfer werden die Inhalte des Prinzipienkatalogs in das Nationalrecht der Mitgliedstaaten übertragen. Die verstärkte Bindung des Nationalstaates an die Union beeinflusste sowohl den nationalen als auch den europäischen Identifizierungsgehalt der Unionsbürger. Die Ausdehnung und die neue Positionierung der Europäischen Union im internationalen System aktualisieren die Frage des Imperiums. Im Unterschied zu Imperien des 19. Jahrhunderts beobachten wir eine willige Peripherie dem aktiven Zentrum gegenüber. Ein Sogeffekt der Peripherie trug massiv zur Ausdehnung der Union bei.
