From the Back Cover Wichtigstes Anliegen des Neuen Steuerungsmodells, das seit einiger Zeit die kommunalpolitische Diskussion beherrscht, ist ein effizientes und effektives Management. Neben der kommunalen Daseinsvorsorge, einer Domäne der Verwaltung, steht jedoch gleichberechtigt die Selbstverwaltung durch die Bürgerschaft. Alle Versuche der Verwaltung, eine ,Steuerung auf Abstand' durchzusetzen, betrachten die Ratsmitglieder mit äußerstem Misstrauen. Hier setzt die Untersuchung ein, die sich schwerpunktmäßig auf die Stadt München bezieh, zum Vergleich aber auch Dortmund, Essen, Köln, Wuppertal, Nürnberg, Passau, Weiden, Stuttgart und Saarbrücken einbezieht. Den negativen Folgen einer allzu einseitigen Orientierung an der Effektivität versucht die Verfasserin durch das Modell der Bürgerkommune entgegenzuwirken. Dabei geht es um die Einbeziehung des aktiven Bürgers in die Kommunalpolitik. Die zu Anfang formulierten Thesen werden am Schluss des Buches wieder aufgegriffen und strukturieren das Ergebnis.
