Die Herausgabe dieses Handbuchs entspringt einem wiederholt aus der Praxis heraus geauBerten Wunsche. Insbesondere war es das Kuratorium des Forschungs institutes fUr Sozial- und Verwaltungswissenschaften an der Universitat Koln, in dem bereits vor mehreren Jahren die Notwendigkeit des baldigen Erscheinens eines fUr die Praxis bestimmten, auf wissenschaftlicher Grundlage aufbauenden groBeren gemeindewissenschaftlichen Werks fUr die gesamte Bundesrepublik wiederholt betont wurde. Der ursprungliche Plan eines Handworterbuchs lieB sich aus verschiedenen Grunden kaum verwirklichen. Nach Ansicht des Heraus gebers besitzt zudem ein systematisches Handbuch gegenuber einem Handworter buch zahlreiche Vorteile, insbesondere wenn es - wie es bei diesem Handbuch versucht wird - durch ein sehr ausfUhrliches alphabetisches Sachregister in jedem Bande - sowie im dritten Bande fUr das Gesamtwerk - fUr den Benutzer noch besonders aufgeschlossen wird. Der gewaltige Stoff der Kommunalwissenschaften wird auf drei Bande verteilt, deren erster jetzt vorliegender die Kommunalver/assung behandelt. Die kom munale Hoheitsverwaltung wird im zweiten Band, kommunale Wirtschaft und Finanzen werden im dritten Band dargestellt werden.
