К основным функциям государственной поддержки сельского хозяйства в современных условиях относятся формирование соответствующих законов, направленных на решение проблем ценообразования, совершенствование финансово-кредитного механизма, контроль за использованием выделяемых денежных ресурсов, развитие рыночной инфраструктуры и т.д. Вместе с тем для современного состояния экономики недостаточно раз-работаны проблемы системного подхода к государственному регулированию управлению в сфере аграрного производства, которые способствовали бы эффективному развитию сельскохозяйственного производства. С созданием государственных структур и развитием институциональ-ных основ поддержки малого предпринимательства, а также укреплением банковской системы наметился существенный сдвиг в решении проблем, препятствующих развитию сферы предпринимательства. Прежде всего, коммерческие банки не заинтересованы в кредитовании малых предприятий из-за отсутствия отработанных технологий по их инвестированию, низкой эффективности самих проектов и отдаленной возвратности кредитов, необ-ходимости рассмотрения большого количества инвестиционных проектов при высоких издержках операций по их проработке.
