Als Folge der Globalisierung und der Knappheit der öffentlichen Mittel verändert sich die Balance zwischen staatlicher und marktwirtschaftlicher Koordination zugunsten des Marktes. Es entstehen zunehmend neue Bereitstellungsformen kollektiver Güter. Eine dieser Formen ist Public Private Partnership (PPP). Die Autorin Annika Schöpe analysiert PPP als öffentlich-private Organisationsform zur Bereitstellung von Infrastruktur. Im ersten Teil wird einführend die Rolle von Infrastruktur dargestellt. Dabei wird die Verbindung zu Markt- und Staatsversagen erläutert. Im zweiten Teil werden verschiedene Bereitstellungsformen vorgestellt und PPP darin eingeordnet. In diesem Kontext werden die Elemente der Errichtung einer PPP und die Motive der handelnden Akteure aufgezeigt. Im abschließenden dritten Teil wird das Konzept PPP am Beispiel von Brasilien dargestellt und bewertet. Grundlage der Analyse bilden die Theorie des Marktversagens, die Organisationstheorie, die Principal-Agent-Theorie und die Ansätze der PPP-Theorie. Das Buch richtet sich an Unternehmer, an politische Entscheidungsträger im Infrastrukturbereich und an Wirtschaftswissenschaftler.
