Controlling soll helfen zu modernisieren und zu optimieren. „Mit Controlling soll ökonomisches Denken in die Verwaltung getragen und die „Etablierung bzw. Optimierung von ökonomischen Steuerungs- und Regelungssystemen" forciert werden." Doch wie sieht es in den Verwaltungen wirklich aus? Sicherlich hat die öffentliche Verwaltung in den letzten Jahren mit der Anwendung von Controlling in unterschiedlichen Aufgabenbereichen (Insellösungen) ihre Erfahrungen gemacht , aber ist die Übertragung des betriebswirtschaftlichen Controllingkonzepts auf die öffentliche Verwaltung so ohne Weiteres möglich? Kann Controlling als Konzept der Führungsunterstützung in erwerbswirtschaftlichen Unternehmungen in der Verwaltung die gleichen Erfolge erzielen?
