Masterarbeit aus dem Jahr 2014 im Fachbereich Organisation und Verwaltung - Sonstiges, Note: 2,3, Hochschule Harz - Hochschule für angewandte Wissenschaften (FH) (Fachbereich Verwaltungswissenschaften), Sprache: Deutsch, Abstract: Die öffentliche Verwaltung befindet sich in einer Zeit des organisatorischen Umbruchs und der Neuorientierung. Resultierend aus dem ständigen Sparzwang und des weiter fortschreitenden demografischen Wandels, ergeben sich Herausforderungen, die mit der derzeitigen strukturellen Ausrichtung und der traditionellen Arbeitsweise nicht bewältigt werden können. Nicht zuletzt die Umsetzung des Neuen Steuerungsmodells (NSM) seit ca. 1993, als Interpretation des „New Public Management" in Deutschland, hat gezeigt, dass die Einführung und Umsetzung von betriebswirtschaftlichen Elementen in der öffentlichen Verwaltung sehr schwierig von statten geht. Insbesondere im Bereich von Innovationsprojekten, wie z.B. der Einführung von Prozessmanagement, bei denen hinsichtlich der Einsparmöglichkeiten erhebliche Potentiale errechnet worden sind, gibt es wenig Bewegung innerhalb der (Kommunal-) Verwaltungen. Diese Arbeit soll daher die Innovations- und Veränderungshindernisse hinterfragen sowie die besondere Rolle der Führungskräfte in Modernisierungsvorhaben beleuchten.
