Schmidt Der Begriff Politik umfagt bekanntlich drei Dimensionen: den institutionellen und normativen Rahmen der politischen Ordnung, die sich eine Gesellschaft gegeben hat (im Englischen "polity"), politische Konsensbildungs- und Konfliktprozesse ("politics") und die Inhalte gesamtstaatlich oder bereichsspezifisch verbindlicher Ent scheidungen ("konkrete Politik", auch "politische Linie", im Englischen "policy"). 1 Politik im Sinne von "policy" - man konnte auch sagen: die Staatstatigkeit - steht im Zentrum dieses Sammelbandes. Er solI insbesondere den Zweig der bundesrepubli kanischen Policy-Forschung vorstellen, der aus international oder historisch verglei chender Perspektive geschrieben ist. 1m Unterschied zu einer einflugreichen - vornehmlich anglo-amerikanischen - Varian te der Policy-Forschung, bei der praxisnahe management- oder verwaltungswissen schaftlich orientierte Analysen den Ton angeben, werden Staatstatigkeiten in diesem Sammelband aus politikwissenschaftlicher Perspektive untersucht. Policy-Analyse wird hier nicht losgelost von politis chen Konflikt- und Konsensprozessen und politisch-in stitutionellen Rahmenbedingungen betrieben, sondern in engster Verknupfung mit den Verfahrensregeln, Institutionen und Willensbildungsprozessen der Politik. So verstan den ist die Analyse von Staatstatigkeiten integraler Bestandteil - und nicht etwa ein Nebengleis - der Politikwissenschaft (Hartwich 1985).
