Warum werden Infonnationssystem-Architekturen nicht umgesetzt? Diese ein fache Frage stand am Anfang des Projekts UISA ("Umsetzung von Infonnations system-Architekturen"), aus dem dieses Buch entstanden ist Ein paar grundlegende Aussagen dominieren die Theorie und Praxis des Infonna tionsmanagements seit einigen Jahren: • Infonnationssysteme helfen einem Unternehmen, Wettbewerbsvorteile auf zubauen. • Die Unternehmen sollen die Ressourcen der Systementwicklung nach der strategischen Bedeutung der Infonnationssysteme zuordnen. • Die Architektur des Infonnationssystems muss die kritischen Erfolgsfak toren unterstützen. • Eine unternehmensweite Infonnationssystem-Architektur ist die Vorausset zung für ein wettbewerbsfähiges Infonnationssystem. Obwohl diese Vorstellungen weitgehend akzeptiert sind, erzeugt ihre fort währende Wiederholung zumindest in der Praxis geradezu eine Abwehrhaltung. Viele Unternehmen haben in den achtziger Jahren (meist mit externen Beratern) die Potentiale der Infonnationstechnik für ihre Geschäftspolitik untersucht, unter nehmensweite Infonnationssystem-Architekturen mit grossem Aufwand ent wickelt und stehen heute vor einer kaum veränderten Situation: einem Anwen dungsrückstau, unzufriedenen Fachabteilungen, einer erdrückenden Ressourcen bindung durch die Wartung bestehender Applikationen, ständig steigenden Infonnatikkosten und langen Entwicklungszeiten. Dazu kommt die Enttäuschung, dass die Infonnationssystem-Architektur die Probleme nicht gelöst hat Warum wird die Infonnationssystem-Architektur nicht wirksam? Die Antwort lautet: Weil das Management der Systementwicklung nicht funktioniert. Genauso wie eine Finanzplanung ohne die Konkretisierung in der Budgetierung und ohne kontrollierendes Rechnungswesen praktisch wirkungslos bliebe, wird eine Infor mationssystem-Architektur ohne ein damit verbundenes Managementsystem nicht umgesetzt 6 Vorwort Am Institut für Wirtschaftsinfonnatik an der Hochschule St. Gallen läuft in Zu sammenarbeit mit 16 Partnerunternehmen aus Deutschland und der Schweiz das Forschungsprogramm "Infonnationsmanagement 2000".
