Die Regierungszeit Wilhelms II. von Sizilien (1166-1189) galt Zeitgenossen und Späteren als 'Goldenes Zeitalter' des Normannenreiches, auf dessen Zustände auch der Nachfolger aus dem staufischen Haus, Friedrich II., mit seiner Gesetzgebung zurücklenkte. Eine umfassende Darstellung dieser für das normannische Königtum so wichtigen Epoche aus jüngerer Zeit fehlte jedoch bisher. Die Studie setzt sich daher das Ziel einer kritischen Bestandsaufnahme und Gesamtbilanz der Herrschaft Wilhelms II. Auf der Basis urkundlicher und erzählender Quellen werden die verschiedenen Bereiche königlichen Handelns - Verwaltung und Gesetzgebung, Städte- und Kirchenpolitik, Wirtschaft und Handel, Stellung der Muslime und Griechen im Königreich, Kultur und Herrschaftsrepräsentation, außenpolitische Beziehungen - analysiert. Als Ergebnis dieser Untersuchung entsteht das Bild eines entschiedenen und selbstbewußten Königs, der die Grundlagen seiner Herrschaft zu bewahren und zu erweitern strebte. In manchem knüpfte er dabei an Maßnahmen seines Großvaters Rogers II. an, des Begründers des normannischen Königtums, dem er auch in Fragen der Herrschaftsrepräsentation nacheiferte. Außerdem gelang es dem König, seinem Reich eine über zwanzigjährige Periode des Friedens und des Rechts zu sichern.
