On n'a jamais douté du rôle capital du règne de Philippe Auguste (1179-1223) dans le "décollage" du pouvoir royal, et le prestige de ce souverain dans la mémoire collective n'a rien d'usurpé. Mais on s'est longtemps mépris à la fois sur les modalités et sur les étpaes de cet essor. Tributaire de sources anglo-normandes plus fournies et plus aisément exploitables que la documentation française, l'historiographie traditionnelle a, en outre, privilégié le facteur militaire. L'incorporation de la Normandie au domaine royal (1204), en procurant au roi un surcroît de ressources et un modèle administratif, aurait permis à elle seule l'éveil de la monarchie française. Dix ans plus tard, la victoire de Bouvines aurait suffi à asseoir la domination capétienne sur l'Occident. Un réexamen attentif des archives connues et la prise en compte de découvertes récentes (certains rôles fiscaux par exemple) permettent d'affirmer que la "décennie décisive" du règne s'ouvre non pas dans les premièrers années du XIIIe siècle mais aux alentours de 1190 et trouve son accomplissement avec la prise de possession de la Normandie. C'est au cours des années 90 que, avec l'aide d'"hommes nouveaux", le roi gère le Domaine autrement que comme un simple ensemble de seigneuries ; qu'à travers la justice (avec les baillis et les sénéchaux) et les finances (Chambre des comptes) il fait vigoureusement valoir ses droits ; qu'apparaît un authentique budget (dépenses et recettes) ; que son entourage se dote d'outils statistiques -l'auteur y décèle un véritable "esprit de bilan"- qui ne sont pas seulement une copie des pratiques anglo-normandes ; qu'enfin se mettent en place les linéaments d'une idéologie royale et d'une culture politique quelque peu libérées de l'emprise des clercs. Un formidable accroissement de ressources et de puissance s'ensuit pour un pouvoir désormais fixé à Paris. La mise au pas de hauts barons peu habitués à voir le roi parler en maître, l'affaiblissement des Plantagenêt, la pénétration dans le Midi sont alors possibles.
