Die vorliegende Arbeit untersucht die franzosische Entwiddungshilfe in ihren ver schiedenen Formen und Verwirklichungen. Die zahlreichen Themen, die Frankreichs Entwicklungspolitik aufgibt, machten es erforderlich, an besonders typischen Vor gangen auch allgemeine Grundlinien aufzuzeigen, sowohl in ihren historisch-geistigen Voraussetzungen als auch an Konzeptionen, die reine Plane geblieben sind. Zur Erhel lung des Bildes gehorte auch, die von cler Nation selbst an ihrer Entwicklungshilfe geiibte Kritik heranzuziehen. AufschluBreich ist ferner, wie Frankreich seine Bezie hungen zu international en Organisationen sieht uncl nutzt. Von Vergleichen mit den Hilfsformen anderer Lander wurde abgesehen. Die Darstellung versucht, Sachverhalte und Vorgange, die vielfach noch im FluB sind, soweit festzuhalten, wie das im gegenwartigen Zeitpunkt moglich ist, sie sucht auch zu ermitteln, ob von einer gewissen Kontinuitat der Absichten und Formen gesprochen werden kann. Vor allem will die Darstellung iiber die Begriindungen und iiber die Ansatze der Entwicklungshilfe unseres westlichen Nachbarn informieren, sie kann damit auch vielleicht einen Beitrag zum genaueren Verstandnis des franzosischen Ver haltens in Fragen des Aufeinanderabstimmens der Entwicklungshilfe gemaB dem deutsch-franzosischen Vertrag oder im Europaischen Entwiddungsfonds geben. Standig sah sich die Untersuchung von einem speziellen Thema begleitet, namlich welche Anderungen und Wandlungen clas Verhaltnis Frankreichs zu seinen ehemaligen Kolonien und Protektoraten beim Dbergang von der Vierten zur Fiinften Republik durchgemacht hat. Daher wurde besonders der Zeitraum in Betracht gezogen, in dem sich cler ProzeB der Dekolonisation abspielte, zwischen 1956 und 1962; aus ihm stammt auch das Zahlenmaterial.
