Wieder einmal, wie schon in den fiinfziger Jahren, als Halbstarke und Rocker, in den sechziger Jahren als die Studentenbewegung, in den Siebzigem als die K Gruppen und den Achtzigem als die Jugend- und Hausbesetzerbewegung das Bild der Jugend in der Offentlichkeit bestimmten - wieder einmal werden in den neun ziger Jahren Vnverstandnis und Entrtistung tiber "die" Jugend laut. Vnd sicherlich haben wir selten so viel Grund zur Sorge gehabt, wie seit den fremdenfeindlichen Ausschreitungen und Anschlagen in diesem Jahrzehnt. Seit einigen Jahren steigt obendrein das Gewaltniveau der Jugendlichen an. Opfer sind zumeist andere Ju gendliche (vgl. Pfeiffer u. a. 1998). Die gesellschaftliche Reaktion ist hilflos: wieder einmal ertont der Ruf nach Werterziehung, ohne daB wir wissen, ob es nicht gerade die Verteidigung von Werten ist, die den Kampf anleitet; der Ruf nach Strafver schlirfung, ohne daB wir wissen, ob Strafe tiberhaupt abschreckende Wirkung hat, der Ruf nach Absenkung des Strafmtindigkeitsalters, ohne daB wir wissen, was wir mit Kindem in einer Strafvollzugseinrichtung anfangen konnten. Kurzum, das Phli nomen ist Gegenstand offentlicher Erregung, ohne daB wir wissen, was zu tun ware. In dieser Situation sollten auch die allgemeinen Bedingungen der jugendlichen Existenz heute in Erinnerung gerufen werden.
