Beltran Jr. was born in Quezon City, Philippines. He received the B.S. degree in Electronics and Communications Engineering from AMA Computer University, Quezon City, Philippines, the Master of Engineering degree in Electronics and Communications Engineering from Mapua Institute of Technology, Manila, Philippines, in 2001 and 2005, respectively. As of 2019, He is the first and only one who graduated in Doctor of Philosophy in Electronics Engineering at the Mapua University in Manila, Philippines in 2018. Dr. Beltran is a Registered Electronics Engineer and a Professional Electronics Engineer. Between 2015 to 2017, he was a Visiting Research Scholar at the Department of Electrical Engineering, Chung Yuan Christian University, Taiwan. Currently, he is with the Department of Electronics Engineering, at the Adamson University, Manila, Philippines. He had authored or co-authored several research papers in local and international journals. He serves as a peer-reviewer for several local and international conferences as well as engineering and scientific journals. He previously held the Chairperson position in the Department of Electronics Engineering at the Technological Institute of the Philippines in Manila Philippines and had previously been in Mapua University, FEU Institute of Technology (formerly FEU East Asia College), and Lyceum of the Philippines University. He was a former Research and Development Engineer for Power Electronics and Motor Control in Taiwan. He received the Best Paper Award in 2nd International Conference on Electrical, Telecommunication, and Computer Engineering in Chung Yuan Christian University, Taiwan, the First Place Best Department Chair Research Award, and the Third Place Best Department Chair Research Award, at the Technological Institute of the Philippines, Manila, Philippines, in 2016, 2012, and 2011, respectively.
