Ce quatrième tome a pour but de décrire les nouveautés intervenues depuis 2013 et notamment les projets inclus dans le programme Shift2rail de la Commission Européenne, et de compléter certains sujets parfois connexes à la signalisation, mais devenus indispensables aujourd'hui. Les sujets abordés sont par exemple : les télécommunications et la relation avec la signalisation ferroviaire, la cybersécurité, les capteurs (détection de rail cassé, contrôle d'intégrité du train,...), les évolutions des concepts de maintenance, les nouveaux dispositifs de localisation des trains (satellites, centrales inertielles,...), les nouveaux moyens d'exploitation des lignes régionales (projet NexTRegio en France notamment), l'automatisation du rail (métros, RER et banlieue, grandes lignes, projet NExTEo de la SNCF par exemple), la gestion des logiciels de signalisation et d'exploitation. Un chapitre est aussi consacré à l'exploitation des chemins de fer touristiques. Par ailleurs, est aussi abordé l'aspect signalisation d'autres systèmes de transport, qui pour certains n'ont pas connu de nombreuses applications, et pour d'autres sont encore en cours de développement.
