Rainer Bauböck is one of the world's leading scholars of citizenship and migration. The theory he outlines in this volume is the culmination of twenty years' work thinking through the relationship of citizenship with multilevel democracy and migration. Bauböck's lead essay offers a clearly structured concept of democratic citizenship. It addresses the major theoretical and practical questions of the forms of citizenship and access to citizenship in different types of polity, the specification and justification of rights of non-citizen immigrants as well as non-resident citizens, and the conditions under which norms governing citizenship can legitimately vary.
