About the Author Decoteau J. Irby is an associate professor in the Department of Educational Policy Studies at the University of Illinois Chicago. Charity Anderson is senior research associate at the Joseph C. Cornwall Center for Metropolitan Studies, Rutgers University–Newark. Charles M. Payne is the Henry Rutgers Distinguished Professor of African American Studies and director of the Joseph C. Cornwall Center for Metropolitan Research at Rutgers University–Newark.
