The Surinamese Production Sharing Contract

The Surinamese Production Sharing Contract by Siegfried G. Kenswil LL.M. How does a small country design a world-class legal and fiscal regime for billion-dollar offshore discoveries? This landmark study explains how Suriname transformed a colonial concession system into a modern Production Sharing Contract (PSC) framework that protects national sovereignty while attracting global investment. Drawing on nearly twenty years of international experience in oil-and-gas law and taxation, Siegfried G. Kenswil offers a clear, authoritative analysis of Suriname’s hybrid PSC model—part private contract, part public guarantee. The book explores every dimension of the Staatsolie Model PSC (2021): its legal roots in Indonesia’s pioneering 1966 PSC; its fiscal structure of royalty, cost recovery, profit oil, and tax; its stabilisation regime under the 2018 State Decree guaranteeing fairness and investor confidence; and its integration of local content, transparency, and environmental responsibility. Written for lawyers, policymakers, and industry professionals, The Surinamese Production Sharing Contract provides both a doctrinal reference and a practical guide to contract negotiation, fiscal analysis, and petroleum governance. It situates Suriname within the global evolution of production-sharing systems and offers lessons for any state seeking to balance resource sovereignty with competitive investment conditions. A definitive resource for anyone involved in petroleum policy, fiscal reform, or oil-and-gas investment in Suriname and beyond.
