Emperor Pavel I's brief but turbulent reign (1796-1801) unfolded during a moment of acute tension within the Russian Empire. His fascination with the Order of Malta and symbolic gestures, such as incorporating the Maltese cross into state iconography, bewildered allies and antagonized powers like Britain and the Vatican.
