A War of Whispers is a competitive board game for 2 to 4 players. Five mighty empires are at war for the world, but you are no mighty ruler. Instead, you play a secret society that is betting on the results of this war while pulling strings to rig the results and ensure their bets pay off. A War of Whispers is a game of deep strategy, hidden agendas, and shifting loyalties. Directions 1. Remove the game from its packaging. 2. Set up the game board and distribute the components according to the rules. 3. Each player starts with five loyalty tokens and places them face down. 4. Gameplay consists of four phases: Deploy agents phase, Empire turns phase, Cleanup phase, and Swap phase. These phases repeat four times until the last space on the turn track is filled, and the game ends. 5. Scoring commences, and the player with the most points based on their empire loyalties and the cities they control wins.
