About the Author Chen Shengyong graduated from Hangzhou University (now renamed Zhejiang University). He first served as Professor at Zhejiang Academy of Social Sciences. He joined the Department of Political Science of Zhejiang University in 1998 as Director of the Local Governance Research Center, and later served as Director of the Institute of Comparative Politics and Public Affairs, Director of Department of Political Science and Public Affairs, Head of the doctoral program of Zhejiang University and Doctoral Tutor of political theory. Since 2009, he has acted as Director of the School of Public Affairs at Zhejiang Gongshang University.Zhong Dongsheng obtained his PhD in Politics from Zhejiang University and is Associate Professor of Law School at Zhejiang Sci-Tech University. His research interests include theory of political development and public administration.Wu Xingzhi obtained his PhD in Politics from Zhejiang University. He is Professor of Department of Public Administration at Zhejiang Institute of Administration. His research interests include theory of political science, public administration and local democratic governance.Zhang Bingxuan obtained his PhD in Politics from Zhejiang University. He is Associate Professor of School of Public Administration at Zhejiang Gongshang University. His research interests include public administration theory, local government reform and social governance.
