This manual is addressed to policy makers/public administrations working on policies for gender equality in small-scale fisheries; to CSOs/fisheries organizations, which will receive guidance on how to actively support the empowerment of women in small-scale fisheries; and to academics, researchers, donors, resource partners, and FAO staff.
