Jahrhundert zeichnen sich dadurch aus, dass sie eine Wirtschafts- und Sozialpolitik betreiben, die im Wesentlichen von den Erdöleinnahmen abhängt und auf der Grundlage der internationalen Kohlenwasserstoffeinnahmen Zyklen der Stabilität, des Wohlstands und der Bonanza und Zeiten der Knappheit, der Schwierigkeiten und des Elends in der Wirtschaft und der Gesellschaft im Allgemeinen hervorbringt.Dies wurde ab 1974 immer deutlicher, da die Phasen hoher Einnahmen und der Knappheit in relativ kurzen Zeiträumen auftraten und die nationalen Verwaltungen nie weitreichende wirtschafts- und sozialpolitische Maßnahmen planten, die verhindert hätten, dass der relative Überfluss dazu beigetragen hätte, die Schwierigkeiten in den Zeiten der Not zu lindern. Im Gegenteil, in Zeiten höherer Einkommen wurden die Ausgaben und die pharaonischen Projekte exponentiell gesteigert, und als die ersten Anzeichen eines Einkommensrückgangs auftraten, verschlimmerten sich die Schwierigkeiten der Venezolaner schnell, wobei diejenigen, die über weniger Mittel verfügten, noch stärker betroffen waren.Die Verwalter der repräsentativen Demokratie, der direkten Demokratie und der Protagonisten haben bei solchen Aktionen kaum einen Unterschied gemacht.
