Questo lavoro mira ad affrontare una proposta per la gestione dei rifiuti da costruzione e demolizione attraverso l'uso di un'applicazione per smartphone e un sistema web che utilizza la popolazione come fonte primaria di dati. A tal fine sono state realizzate tre fasi ben distinte: una diagnosi dello stato attuale dei rifiuti da costruzione e demolizione nel comune di Recife; una ricerca sulle esigenze tecnologiche dell'azienda di pulizia urbana del comune; e una soluzione tecnologica per soddisfare tale esigenza. La raccolta di queste informazioni è servita come base per lo sviluppo della proposta e del sistema. La ricerca ha mostrato, come risultato, che ci sono diverse lacune nella supervisione, nella raccolta, nel trasporto e nello smaltimento finale dei rifiuti da costruzione e demolizione nel comune di Recife. Al fine di stimolare l'uso e la diffusione dell'applicazione, nonché la partecipazione effettiva della popolazione, è stata creata una comunità virtuale tramite Facebook per chiarire gli impatti negativi dello smaltimento irregolare dei rifiuti da costruzione e demolizione nello spazio urbano. Infine, è stata sviluppata l'applicazione per smartphone e un sistema web chiamato Cidade Limpa (Città Pulita) come strumento di gestione dei rifiuti edili e di costruzione in collaborazione con l'amministrazione pubblica municipale, che consente il monitoraggio dei rifiuti edili e di costruzione smaltiti in modo irregolare nelle strade e nei luoghi pubblici.
