El ascenso del neoliberalismo en la década de 1980 transformó profundamente las políticas sociales en América Latina. Bajo la lógica de la focalización y la eficiencia, el Estado dejó de garantizar derechos universales para convertirse en un gestor de la pobreza, administrando la precariedad mediante programas asistenciales. Autores como Foucault (2007) y Lorey (2016) han señalado que estas políticas funcionan como mecanismos de gubernamentalidad, modulando la vida de los sectores más vulnerables y asegurando la gobernabilidad en contextos de desigualdad. Así, lejos de erradicar la pobreza, los programas sociales neoliberales han operado como dispositivos de control. El presente texto tiene como propósito documentar un análisis crítico sobre la aplicación y funcionamiento de los programas sociales en México, específicamente "Jóvenes Construyendo el Futuro y Sembrando Vida" enmarcados en un contexto de arribo de la 4T.
