Malgré l'augmentation des fonds versés par les donateurs aux gouvernements et aux ONG pour financer des programmes de réduction de la pauvreté dans les pays en développement, la pauvreté, en particulier dans les régions ASAL, n'a cessé de s'aggraver. 80 % du territoire kenyan est classé comme aride ou semi-aride et abrite près d'un tiers de la population du Kenya et 70 % du cheptel du pays. Cette étude critique les projets financés par des bailleurs de fonds par l'intermédiaire d'ONG, leur contribution au développement social et économique des citoyens ordinaires dans les zones marginalisées et, à la fin, suggère des moyens pratiques permettant aux ONG de mettre en œuvre des projets financés par des bailleurs de fonds. Basée sur un projet réussi de la JICA intitulé Projet de développement agricole communautaire dans les zones semi-arides (CADSAL) mis en œuvre dans le comté d'Elgeyo Marakwet au Kenya, cette étude soulève des questions cruciales concernant les projets financés par des bailleurs de fonds et le développement, qui pourraient ouvrir de nouvelles perspectives pour les projets financés par des bailleurs de fonds en Afrique et au Kenya en particulier. Cette étude reste un outil d'auto-évaluation utile pour la réflexion des organisations non gouvernementales et sert également de référence pour les universités et les bailleurs de fonds.
