La Nouvelle Gestion Publique consiste à gérer l'État comme une entreprise. Même si le secteur administratif n'est pas marchand, il se doit désormais d'être efficace et performant, c'est-à-dire répondre par la transparence aux besoins des citoyens et des usagers. Plusieurs chercheurs ont testé l'impact de la réduction de la fraude sur la performance de l'entreprise et ont conclu qu'une bonne gouvernance d'entreprise permet d'améliorer la performance. Cette recherche avait pour ambition d'analyser la réduction de la fraude, en lien avec la performance organisationnelle des entreprises publiques dans le contexte camerounais, notamment l'administration douanière. L'intérêt porté à cette thématique est né du souci de gestion des entreprises publiques au même titre que les entreprises privées. L'intérêt pour la bonne gouvernance de l'administration publique est donc le point central de cette recherche.
