Les sociétés rationnelles et modernes, y compris les pays de l'Union européenne, considèrent qu'il est particulièrement important que les décisions qui concernent une grande partie de la population soient soutenues par des avis d'experts. Les experts et la science ont une bien meilleure réputation que la politique : alors que la politique défend des intérêts, c'est à l'expertise prétendument objective de veiller à ce que les décisions soient neutres, c'est-à-dire non guidées par des intérêts. Le présent ouvrage examine le rôle de l'expertise dans huit pays de l'UE. Les études de cas issues du projet de recherche de l'UE « Knowledge and Policy » démontrent que la politique ne peut pas traiter d'autres formats que les formats politiques : Cela signifie que le savoir scientifique ne peut pas influencer directement les décisions politiques, car tant la politique que la science parlent une autre « langue ». Ce n'est qu'après des détours et plusieurs instances de médiation qu'il est possible que le savoir externe soit traité à des fins politiques.
