In dieser Dissertation wird die Beteiligung der Bevölkerung an der Entscheidungsfindung an der Basis am Beispiel der städtischen Kommunalverwaltungen in der Region Gambella in Äthiopien untersucht. Die Dissertation zielt darauf ab, die Art und das Ausmaß der Partizipation der Bevölkerung an der Basis des Entscheidungsfindungsprozesses in der Region Gambella in Äthiopien zu untersuchen. Darüber hinaus wird analysiert, wie die Beteiligung unter dem Gesichtspunkt der Dezentralisierungspolitik verbessert werden kann. Wir haben festgestellt, dass unklare partizipative Ausschüsse, der negative Einfluss der Regierungspartei, die Dominanz schlechter Traditionen über die Frauen, das mangelnde Wissen der Gemeinschaft über Partizipation, das Fehlen einer starken Führung, die die Partizipation koordiniert, und die schwache Umsetzung der Dezentralisierung die Partizipation behindern. All diese Faktoren haben sich gemeinsam negativ auf die Entwicklung der Region hin zu guter Regierungsführung, Demokratisierung und Entwicklung ausgewirkt. Daher sollten korrigierende, sich wiederholende Strategien wie die Durchführung von Dialogen auf Gemeindeebene, die es den Menschen ermöglichen, Gemeinsamkeiten zu entdecken, gemeinsame Identitäten zu schaffen, sich für den sozialen Wandel einzusetzen und eine kollektive Identität aufzubauen, in die Tat umgesetzt werden.
