Antes de mais, importa referir que este trabalho de investigação foi realizado devido ao interesse do autor em conhecer a influência da comunicação dos chefes de Estado peruanos durante os anos em questão. O foco principal foi o final do governo de Alberto Fujimori, o governo de transição do Dr. Valentín Paniagua e o início do governo do Dr. Alejandro Toledo. O principal objetivo da tese foi analisar a forma como a comunicação dos chefes de Estado influenciou a governação no Peru durante os períodos presidenciais de 1999-2002. Foi tido em conta que: Os líderes em estudo tinham os seus próprios estilos de comunicação. Os líderes em estudo tinham de comunicar de forma permanente e transparente. Para além disso, todos os governantes devem informar o povo de tudo o que é de interesse público. Os governantes poderão cumprir as suas promessas em função da sua exequibilidade. As acções governamentais têm, sem dúvida, um impacto sobre os cidadãos e, no final, as mensagens presidenciais nem sempre acompanham a realidade de um país.
