Der beninische Staat besitzt, wie andere Länder auch, ein beträchtliches Portfolio an öffentlichen Unternehmen. Darüber hinaus hat er Beteiligungen am Kapital verschiedener Privatunternehmen sowie an subregionalen, regionalen und internationalen Einrichtungen erworben. Zur Verwaltung dieser Beteiligungen wurde 2016 die Direction Générale des Participations de l'État (DGPED) gegründet, deren Hauptaufgabe darin besteht, den Staat als Aktionär zu verkörpern, indem sie die Finanzaufsicht über die öffentlichen Unternehmen und die Verwaltung der staatlichen Beteiligungen übernimmt. Kann man jedoch nach fünf Jahren der Existenz der genannten Struktur wirklich behaupten, dass der Staat eine effiziente und verantwortungsvolle Verwaltung seines Portfolios gewährleistet? Die Suche nach einer Antwort auf diese Frage hat uns dazu veranlasst, uns für die Aktivitäten der DGPED zu interessieren und eine Studie über die Optimierung der Überwachung des Portfolios der öffentlichen Unternehmen und der Beteiligungen des beninischen Staates durchzuführen. Die durchgeführte Bestandsaufnahme hat nämlich Unzulänglichkeiten aufgedeckt, die eine nicht zufriedenstellende Überwachung des staatlichen Portfolios widerspiegeln. Unsere Studie zielt darauf ab, diese Unzulänglichkeiten aufzuzeigen und Lösungsansätze vorzuschlagen.
