Как и другие организации государственного сектора, университеты озабочены программами реформ, связанными с императивами развития, исследования эффективности и повышения результативности, и в то же время являются частью эволюционной логики, направленной на соответствие лучшим практикам и международным стандартам в этой области. В этом контексте управленческий контроль становится рычагом для управления эффективностью и регулирования деятельности и действий. Однако, общая среда государственных организаций затрудняет принятие и внедрение инструментов управления, которые долгое время были зарезервированы для частной сферы, и заставить все заинтересованные стороны придерживаться подхода управления, основанного на результатах. С помощью теоретических размышлений и эмпирических данных мы попытались понять, в какой степени системы управленческого контроля могут влиять на практику оценки и управления эффективностью, а также проверить, соответствуют или нет действительности теоретические ожидания, связанные с тем, что эти системы укрепляют подотчетность университетских менеджеров.
