Education and Communication in Public Procurement

Let us recall that education and communication in public procurement or better the trip type information, education and communication (IEC) in the public procurement system is nowadays recognized by international institutions by our country as vital to modify the behavior of actors and populations in favor of good practices and the promotion of transparency in this vital sector and national and international development as well as the success of the implementation of public procurement systems. In these few lines I put at the disposal of actors, communicators and trainers a tool likely to allow them to bring change and modify their behavior in public procurement. Because according to the OECD, public procurement is public ordering, i.e. the process of identifying the need, determining who is the best person or organization to meet that need and ensuring that what is needed is delivered to the right place, at the right time and at the best price, etc.
