En la formación territorial de Brasil, hay evidencias de la constante participación de las oligarquías agrarias rentistas en la política. Las oligarquías han pasado a controlar el Estado, ya que se ha consolidado el Estado patrimonialista, cuyo núcleo de relaciones se basa en el clientelismo político, a través del nepotismo y los intereses privados. El Estado está en constante disputa entre las clases sociales, pero el poder de las clases hegemónicas, como los terratenientes y los capitalistas industriales, ha dominado el control del Estado, ya que, en una alianza tierra-capital, lo han utilizado para asegurarse beneficios. El objetivo de este trabajo es investigar la realización de la alianza tierra-capital en la escala del municipio de Três Lagoas/MS, así como sus particularidades en la dinámica de obtención de renta y ganancia de la tierra. En este sentido, consideramos la presencia de la territorialización del capital celulósico en el territorio de Três Lagoas, que no alteró la dinámica de poder local. Los terratenientes han diversificado sus negocios, especialmente en las áreas urbanas, con el fin de mantener y aumentar la posibilidad de obtener ingresos para la realización privada de su reproducción de clase.
