Die Untersuchung befasst sich mit der Entwicklung der Wahlordnung in postkommunistischen Regimen und dem Beitrag dieser Entwicklungen zur Demokratisierung der politischen Systeme in Südosteuropa, basierend auf einer Stichprobe von Staaten. Demokratischer Übergang und Regimewechsel implizieren den Aufbau einer neuen politischen Legitimität durch Wahlen, dem Herzstück der Demokratie. Diese Studie versucht zu verstehen, wie die Regeln für diese Wahlen gewählt werden. Die Wahl des Wahlsystems ist zu einem großen Teil die Folge von mehreren Prozessen. Die Fokussierung auf die Determinanten der Einführung und Reform von Wahlregeln ermöglicht ein Verständnis für die Motivationen und Ziele der Entwicklung von Wahlregeln. Das Studium der reformierten Gesetzgebung und die Analyse des Verhaltens der Wahlakteure ermöglichen die Feststellung, dass die politischen Führer sehr oft die demokratische Bedeutung der Wahlnorm umgangen haben. Der Regimewechsel hat Wahlmehrheiten begünstigt.
