Het cruciale "verhaal" van het voortgezet hoger onderwijs is dat van een katalysator, die behoeften koppelt aan belanghebbenden en programma's, maar dit wel binnen de traditionele setting doet! Daarom is een onderzoek naar de herwaardering van de historische missie en waarden van de voortgezette hogere opleiding in het veranderende politiek-economische klimaat van het hoger onderwijs noodzakelijk. Het doel van deze studie was om de strategische antwoorden van de voortgezette opleiding op de politiek-economische context van het hoger onderwijs te onderzoeken. De resultaten van deze studie tonen onder andere aan dat: a) Permanente vorming een academisch kapitaalvoordeel is, dat het hoger onderwijs meer oplevert dan de investering die gedaan werd om zijn strategische positie te ondersteunen. b) Ondernemerschap, als strategie binnen permanente vorming, beperkt is in klassieke toepasbaarheid en reikwijdte ten opzichte van de traditionele culturele context van het hoger onderwijs.c). Voortgezette onderwijseenheden zijn rechteloos met betrekking tot gedeeld bestuur. Deze bestuursbeperkingen zijn bedoeld om de culturele waarden en het merk van de moederinstellingen te "beschermen".
