На примере пяти португальских больниц мы попытались охарактеризовать проводимую ими учебную деятельность, их политику и практику управления профессиональной подготовкой. Эти подразделения особенно страдают от иерархической подчиненности, сосредоточенной в основном в органах управления самих больниц и в Центральном управлении системы здравоохранения. Они частично зависят от внешнего финансирования - программ Европейского социального фонда - для обеспечения обучения, которое расширяет их внутренние возможности реагирования. В силу характера своих функций специалисты делают ставку на развитие и постоянное обновление технических навыков, игнорируя при этом в незначительной степени развитие реляционных навыков, что является существенным фактором хорошей коммуникации в сфере медицинского обслуживания. Данные исследований конкретных случаев показывают, что специалисты мало вовлечены в процесс управления обучением, начиная с анализа потребностей и заканчивая оценкой обучения, как своего собственного, так и самого обучения.
